If you change your DE theme, is the behavior affected?

This sounds like something I've seen discussed on the Intel driver mailing list:

Likely searching its archive or asking there you'll find it's something
already known about, and likely fixed upstream already. It's a very busy
place, mostly patch submissions and discussions.
