Oh, wait: you mean ~/.gtkrc-2.0. You can simply create it.
A couple of other lines you can put in there, though I haven't found
out yet what they all mean:

gtk-can-change-accels = 1
gtk-font-name = "Liberation Sans 11"
gtk-theme-name="Simple-Green"
gtk-icon-theme-name="hicolor"
gtk-font-name="Sans 17"
gtk-cursor-theme-size=0
gtk-toolbar-style=GTK_TOOLBAR_BOTH
gtk-toolbar-icon-size=GTK_ICON_SIZE_LARGE_TOOLBAR
gtk-button-images=1
gtk-menu-images=1
gtk-enable-event-sounds=1
gtk-enable-input-feedback-sounds=1
gtk-xft-antialias=1
gtk-xft-hinting=1
gtk-xft-hintstyle="hintslight"
gtk-xft-rgba="rgb"
