How does this differ from httpredir.debian.org?

If you run netselect-apt it tests each mirror consecutively and writes out the download speeds and then I think orders them in a list with fastest first.

Then you choose the mirror you want and it creates a source file in apt that you can use with in it.

This redirect mirror seems to sniff out the fastest mirrors periodically and automatically hooks you up to them without you having to fiddle with the source file.
