According to http://www.syslinux.org/wiki/index.php/EXTLINUX (which
appears to be official), "extlinux --update /boot/extlinux" will
generate extlinux.conf. I don't use extlinux myself, so I don't know how
that relates to linux.cfg, but check the documentation if unsure.
