I wouldn't expect to see a package any time before September (This is
when the website goes "General Availability":

If you want notification of when it does happen, though, subscribe to
bug #774387 (https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=774387),
which is the ITP (Intent To Package) for it. That bug should be closed
by the creation of the package.

Jessie? No. The whole point of stable is that the set of packages
therein is stable (hence the name). Also, I wouldn't expect it to appear
in backports and there's plenty of other ways to HTTPS-enable a website
as is.

Stretch? Entirely possible.
