installing upower 0.9.23 as suggested in ubuntu bugtracking provided the
services to dbus but now it complains about PoliciKit1 not found


dbus-send --print-reply  --system  --dest=org.freedesktop.UPower  /org/freedesktop/UPower 
org.freedesktop.UPower.Hibernate
Error org.freedesktop.UPower.GeneralError: failed to check authorisation:
GDBus.Error:org.freedesktop.DBus.Error.ServiceUnknown: The name
org.freedesktop.PolicyKit1 was not provided by any .service files

will try with this one
