installing upower 0.9.23 as suggested in ubuntu bugtracking provided the
services to dbus but now it complains about PoliciKit1 not found

dbus-send --print-reply --system --dest=org.freedesktop.UPower /org/freedesktop/UPower
Error org.freedesktop.UPower.GeneralError: failed to check authorisation:
GDBus.Error:org.freedesktop.DBus.Error.ServiceUnknown: The name
org.freedesktop.PolicyKit1 was not provided by any .service files

will try with this one

-rw-r--r-- 1 95558 апр 8 23:05 upower_0.9.23-2+b1_amd64.deb
-rw-r--r-- 1 34954 апр 8 23:08 libupower-glib1_0.9.17-1_amd64.deb
-rw-r--r-- 1 66266 апр 8 23:38 policykit-1_0.105-3_amd64.deb
