What exactly is libsystemd0?

It's a shared library maintained by the systemd maintainers. It provides a variety of (mostly fairly simple) utility functions such as:

sd_notify (etc.) - Notify service manager about start-up completion and other service status changes
sd_booted - Test whether the system is running the systemd init system
sd_listen_fds - Check for file descriptors passed by the system manager
sd_is_fifo (etc.) - Check the type of a file descriptor
sd_journal_print (etc.) - Submit log entries to the journal
