Perhaps. On the other hand, they might only need an alternative implementation of the user-space glue that makes kdbus work.

Devuan will need something like `eudev` to succeed.

Conveniently, eudev already exists, has active maintainers, and is readily obtainable in source code form. Anyone willing to embark on a project like Devuan should be perfectly capable of getting it packaged.

Jessie isn't Debian.
