It almost certainly is. That's the only source for tab-completion of
anything other than directories, filenames (in the current or currently
specified directory), shell built-in commands, and binaries in $PATH
that I know of.

I personally find "programmable completion" (which I think is what we're
talking about here) annoying in various ways, to the point where I
disable or remove it whenever I find it active. I'd be irritated by
anything which makes living without it harder...
