Are you sure?
When the kernel version number changes, the
linux-image-<versionnumber>-amd64.deb will be a new package.

Plain apt-get upgrade upgrades the installed packages only and does not
install new package. But in this case the linux-image-xxxx is a new
package so upgrade will not install it.
