My understanding about the fast boot times argument is that it was driven by Redhat and their work with virtualization.

In highly virtualized environments, where VMs can be spun up and down quite often, fast startup times - and more importantly, the LOADS that these startups place on the underlying metal - become much more meaningful.

Think Amazon Web Services, etc, and thousands and thousands of VMs all booting at the same time...
