Are you sure that systemd libraries are required to install the server
software that you want? I just tried 'aptitude -s install apache2 php5
mysql-server' on a jessie build with no systemd, dbus, libpulse0 or xorg,
and it didn't complain.

Here's an earlier iso I made of jessie with no systemd and no xserver, in
case you want to play with it and see what you can install.
