Install reportbug package. Invoke 'reportbug passwd'.
The rest of the process will be explained to you by the reportbug.
Reportbug requires sending specially-crafted e-mail to
"submit@bugs.debian.org", so you may want to produce such e-mail with
reportbug, and send it by hand to that address.
