on a slow connection debdelta is useful at times.
seems they don't know it exists.
not all texlive updates generate deltas, but when
they do the update goes much faster. while you are
on the topic perhaps you can ask them if they can
change their practices somehow to facilitate such
things for the future? never hurts to ask, worst
they can do is ignore you or say no, but perhaps
someone will take a look at it.
