Would be interesting if you posted any and all messages you got when 
doing that, but it's also not supposed to work, since pulseaudio is not 
started as a system daemon.

Please post the full outputs of running:

/etc/init.d/<script> restart
service <script> restart
dpkg-reconfigure -phigh <package>

Please also mention which release you are running.
