the "ilow" urgency

I can see a package with the "ilow" urgency:

mythes (2:1.2.4-1) unstable; urgency=ilow

  * New upstream release

  * use autotools-dev (closes: #727282)

which regarded has higher than "high" by apt-listchanges. However
it isn't listed in the Debian policy manual. What is it?
