Debian doesn't offer any advice to Windows users wanting to boot an
image from USB. LiLi is a decent solution for them to use, as is
Win32DiskImager.

The instructions for "Manually copying files to the USB stick — the
flexible way" require access to a Linux machine to be carried out. For
Windows users the following adaptation should work:

Copy the hd-media vmlinuz and initrd.gz to a USB stick. Copy a Debian
ISO to the stick. Install syslinux (using syslinx.exe) to its MBR.
Write a syslinux configuration.
