Please show the output of 'apt-cache policy deluge-common'.

This works fine here:

$ apt-show-versions | grep experimental
light-locker:i386/experimental 1.4.0-1 uptodate

Do you still have experimental in your source.list? Are your package 
lists updated ('apt-get update' or equivalent)?
