This means your openvpn is configured for L3 and higher, as openvpn can
encapsulate L2 just fine.

Specifically, openvpn(8) mentions that:

tun devices encapsulate IPv4 or IPv6 (OSI Layer 3) while tap devices
encapsulate Ethernet 802.3 (OSI Layer 2).
