Assumed your Debian computer has got no Internet access, then and only
then, you need to install the packages you downloaded with another
computer, using dpkg.

If you search the Internet you easily will find the following link.

https://packages.debian.org/wheezy/tshark

You need to download and install all the listed "dep" (dependencies),
assumed something should be recommended or suggested you don't need to
install it. Be aware that even the dependencies have got dependencies,
and those dependencies could have dependencies too, so it's better to
get the Debian DVDs or to install from the Internet using apt, aptitude
or Synaptic a GUI backend for apt.

Linux usually doesn't work like Windows. For Windows it at least was
usual to download an installer and then to install software by running
the installer. For Linux it's more common to use a package management
that gets the software you want and it's dependencies from a pool, the
repositories. Repositories usually are provided by Internet connection
or by DVDs.
