No, what I mean is the monitor tells the gfx card what it can handle (e.g.
1920x1280 @ 120hz), so that you (the user) don't do something out of range of
the monitor.

If monitor isn't relaying this information via the VGA cable, then your gfx card
is staying with "known-safe" resolutions.
