Using two routers is a reasonable approach, but it would cause me too much
duplication of equipment since I need to cover a large area.  I would then
need range extenders for each router.

Does the office network need to cover a large area?  Depending on your church's needs, it might not even need Wifi at all.

Yes, unfortunately it does need to cover a large area.  In fact, it needs to cover two buildings.  The "public" wifi needs to cover a single large building.
