Debian developers are not so foolish as to believe that all the bugs are
ever removed.

When a Debian version is released as "Stable" that means that it is not
going change except for backported fixes to security bugs.  No new
pacakges will be added to the release (though many will be available via
backports) and packages will not be upgraded when new upstream releases
come out (though again, many will be available via backports).
