NM will not manage a NIC with "iface ..." in "/etc/network/interfaces"
if you don't have the following two settings in
"/etc/NetworkManager/NetworkManager.conf":
"plugins=ifupdown" in the "[main]" section
and
"managed=true" in the "[ifupdown]" section
