My "deb file..." entries look like this:
deb file:///media/debian/... wheezy main contrib
ie. 3 forward slashes; I just tested, and it seems a single forward
slash now works too (the change could have been a few years ago :)

I take it you are wanting to have the ISO files be your repo, since
they'd be a fair bit faster than swapping between the 3 DVDs. On the
other hand, if you're willing to insert the appropriate DVD, then that
would be a stop-gap method... ie. just use the "deb cdrom:..." lines
and comment everything else out.

But hopefully you can get your "deb file..." lines working.
