If you have available bandwidth, disk storage (about 40GiB) and the
inclination (perhaps you have more than one computer you
admin/maintain?) you might consider running your own local mirror (I
use debmirror).

If the names of the packages you are actually installing is important
to you for privacy reasons, installing off of your local mirror would
give you that level of privacy. A local mirror is also a great asset
for any intermittent connection issues you may have (such as going
mobile, rural connection, etc). Also if you have a lower speed net
connection, then a local mirror is as fast as it gets.

Finally, it's appealing to me when admin-ing multiple local computers.

I am faced with all these issues, so to me, my local mirror is priceless!

Also, you don't need a full mirror - with debmirror at least, you can
easily exclude sections such as debug, ham-radio etc.

Finally, did you scan the official debian mirror list, and try a few
with https (just in a web browser is enough to test)? iinet and aarnet
both fail, but perhaps there is an https mirror out there. Not too
difficult to test.
