bc is priority standard.  Doesn't that mean that there are Debian
installations without it?

Well, you can get a distro sans X for pretty much any value of X, if you try hard enough. I think the questions you want to ask would be --

Do distros maintainers that deliberately remove bc think they know what they are doing?

And should they be discouraged from thinking that way for some reason?

Sorry, I'm just a user who sometimes fools himself into thinking I know something.

(IIRC, openBSD has documentation packages to manage the documentation, which means that patching documentation is straightforward. I'm not familiar with Debian or kernel.org practices.)
