All three files can be found in the upstream package¹ (pick the version
you need):
$ atool -l syslinux-5.01.zip | grep -E 'l(dlinux|ib(util|com32)).c32'

Indeed, it looks like a (syslinux-common?) packaging bug, as the target
for those files can't be found in the package:
# apt-file search /usr/lib/syslinux/l*.c32
