Check if the user home directory has a hidden .moziila/plugins directory.  This is one of several defaults that browsers search for plugins.  If not, add it, place the flash player plugin in it and see what happens.

Other places that are searched are /usr/lib (or lib64)/mozilla/plugins, the browser's install directory which may be in /local or /opt instead of /usr, but they all require root access to copy files there.
