Well, it's true you can write a script for doing this. But it's way much
simpler to do just using GUI.
Assuming you are using GNOME, open System->Preferences->Keyboard.
In Keyboard Preferences select Layouts tab, click Add button, select the
desired language (Hebrew in your case) and click OK.
Now you are again back to Layouts tab of Keyboard Preferences. Click on
Options... button. Find and expand "Key(s) to change layout" item. Select
the keys you prefer to use to change the layout. Click Close. Then Close
again in Keyboard Preferences.
Done.
