Jigdo is a suitable way to download a CD image, but don't forget you'll
need to download the jigdo client for windows, too. (Think of Jigdo as
an alternative to BitTorrent, etc).

Alternatively, if you have internet access, you might try a "netinst" CD
(Getting Debian -> Download a small installation image -> Small CDs). Be
aware that these won't work if you connect via WPA wireless or need some
specialist way of connecting to the internet, but for most people (wired
connection to a DSL router), it's great.

Finally, you say you're starting in Windows. Have you looked at
