Interestingly, 5 of your 6 postings to this list since 12/22/2012 have
to do with keyboard problems of one sort or another.

Interestingly, no one else seems to be reporting such issues.

Blow away any kb config files you've modified and restore the default files.

Just in case you're running an external keyboard on  a laptop, I've found
that doing so, and using a USB adapter to plug it in, makes the k/b work
funny on a cold boot: I have to disconnect and then reconnect it and then
it works fine.  Maybe that will help.
