Yes, or at least that's what the docs seems to say.

Yes, disabling nfs4 on the server requires an additional setting.

It seems that this parameter has finally solved the problem for the OP, 
but he said that he had to manually edit the init script in order to get 
it working which I think it should not be necessary. Maybe this is 
something worth for reporting :-?
