I don’t have this file, however, I have:

-rw-r--r-- 1 root root 514787 2011-11-20 13:01 /usr/lib/vlc/plugins/plugins-04081e-fe8.dat

Googling for the first part of the name [1] seems to suggest that it
is a plugin cache file. I would assume that it is harmless and
auto-generated upon updates/upgrades of either VLC or plugins for VLC.
