I just have tried and works fine here (wheezy).

7z a -v3m -mx=9 -p{test} archive.7z file.tar

"file.tar" is "~4.1 MiB" and the above command creates two volumes (2
files) of "3 MiB" and "848.2 KiB" of size respectively, which I think is
correct :-?

What version of p7zip is in wheezy? Are you possibly using a different version
then what is provided in the wheezy repo?
