You will need the "apt-xapian-index" package for that functionality,
available at Squeeze i386 DVD 1, so probably also in the main
repository and it's mirrors.

It is a package recommended by synaptic. Did have the same thing you
describe with the new installation, but didn't bother until a minute
ago. The search index is being built now. Did you remove that package
or simply not include it? Also, check if you have the automatic
installation of recommended packages enabled or not. This is one of
it's effects. Good for a minimal setup or a setup over which you want
to have more control (and more chance on missing functionality).
