Yes - unless you change the default theme

System Settings => Notifications => System Notifications => Applications
=> Sytem Notification Configuration:-
Event Source = KDE System Notifications
Login = Play Sound
Default sound is KDE-Sys-Log-In-Short.ogg
You can modify the default sound or change it to an action (including
speech).

NOTE: check:-
System Settings => Notifications => System Bell => unselect "Use System
Bell instead of System Notification" (the bell uses motherboard speaker
which may not work).

And also check:-
System Settings => Notifications => System Notifications => Player
Settings => ensure you have selected "Use the KDE Sound System".

Check the existence of the default sound (for login):-
$ ls /usr/share/sounds/ | grep KDE-Sys-Log-In-Short.ogg
Check notify settings:-
$ cat ~/.kde/share/config/knotifyrc

If it still doesn't work, but your sound system does, check:-
~/.xsessions-errors
for clues (look for a line calling the start up sound eg.
KDE-Sys-Log-In-Short.ogg)

Yes - you can change the System Settings as above.

Alternatively you can install beep and call it at login by a number of
methods.
