Thanks for the hint, Darac. Found it's source. FYI, the geographical info 
can be at the state/province level. 

MaxMind GeoIP City Database
http://www.maxmind.com/app/city
http://www.maxmind.com/app/geolitecity
Determine country, state/region, city, US postal code, US area code, 
metro code, latitude, and longitude information for IP addresses 
worldwide.
