Though You did not try that I'll try to explain a bit more concrete -
may You will have an idea on what to do automatical way:

.kde dir. has cache-N socket-N tmp-N linkss ending up
in /tmp/, /var/tmp - like socket-N points to /tmp/ksocket-USERNAME

therefore, by taring or copying will just store the links but the user
should be changed - how? - that's the question.

Then, .kde/share/config/session/ contains some session info regarding
kmix, konsole and kwin - how to save it - as removing it will result in
a "configuration loss". If to save - then we will have a lot of the
very same sessions (I mean used files, for example) but owned by the
primary user and not the intended user - that's another question.

What difference it makes to use sync here? I just do not understand,
