http://packages.debian.org/stable/net/ shows that 3270-common is
non-free but doesn't show the category of shorewall.

"dpkg -l shorewall" also doesn't show the category.

Try apt-cache show 3270-common

Description: Common files for IBM 3270 emulators and pr3287
 3270-common contains files referenced in other 3270 packages
Section: non-free/net
Priority: optional
