Wow, I changed values in /etc/apt/preferences to 501 and voila:

root@debian # apt-get install htop
Reading package lists... Done
Building dependency tree
Reading state information... Done

0 upgraded, 1 newly installed, 0 to remove and 105 not upgraded.

Why did this happen? What could I have done, that these values changed to -1?
