The bearing is covered by a plastic cap or a sticker or both.  Very little of any sprayed 
lubricant will reach the bearing.  Very similar to spraying a jet of oil at the wheel 
of a car to "fix" a bad wheel bearing.  Also, the spray will coat parts which don't 
need it.  That will collect more dust and help polymers deteriorate.

If you really want to fix it, the fan must be dismantled.  Not difficult; just requires 
patient & careful effort.  Once it is apart the repair must be appropriate to the 
problem.  As mentioned a few days back, a ball bearing will need cleaning and oiling 
or replacement, depending on condition.  A sintered bushing will need to have wear 
particles cleaned out.  Fresh oil in a dirty bushing won't help for long.
