Mr. Reiser stopped contributing to reiserfs3 some time before he murdered his 
own wife.  He was "contributing" to reiserfs4, but his interactions with the 
kernel developers did not always encourage others to help address the 
technical issues that prevent reiserfs4 from being in the mainline kernel.

Mostly, fewer of the file system kernel hackers are interested in it.  XFS, 
ext3/4, btrfs, and others have more advocates and active developers.
