That rewrote a big chunk of /etc/cups/cupsd.conf.  Now it looks like:
LogLevel warn
MaxLogSize 0
SystemGroup lpadmin
Port 631
Listen /var/run/cups/cups.sock
Browsing On
BrowseOrder allow,deny
BrowseAllow all
BrowseRemoteProtocols CUPS
BrowseAddress @LOCAL
BrowseLocalProtocols CUPS dnssd
DefaultAuthType Basic
<Location />
  Order allow,deny
  Allow @LOCAL
</Location>


And the client can see the remote printer:

# lpstat -v -h haggis
device for Dell_3100cn: socket://192.168.1.11
