Probably your modems just hung up; quite typical of these cheap devices.

Most probably it is the power cycle of the modem the thing making the
difference.
You restarting the network device is just "brute forcing" a new IP lease for
the interface from the restarted modem.
Unluckily, while dhclient3 man page talks about dhcpctl and omapi as means to
interact with a running dhclient3 instance, it seems they haven't been added
to Debian's dhclient3 package, so it seems ifdown/ifup it's the only way to
go.
