Does "setxkbmap -layout se" works?

If yes, you can just force X server to load the right keymap by setting 
so at "/etc/X11/xorg.conf" (in lenny):

Section "InputDevice"
        Identifier      "Generic Keyboard"
        Driver          "kbd"
        Option          "CoreKeyboard"
        Option          "XkbRules"      "xorg"
        Option          "XkbModel"      "pc105"
        Option          "XkbLayout"     "se"
EndSection

Or in Squeeze, look at "/etc/default/keyboard" xkblayout value :-?
