As others have implied, but not implicitely said, Debian comes with lots of packages, so the DVD or CD sets contain all of them.

In order to do a basic install you normally just need the first CD of the set (or first DVD - just as a bit more included).

If you have an internet connection, you don't even need the full CD, and that is where the Netinst or Business Card CD's come in. They get started enough to connect to the internet and the rest of the stuff needed is downloaded.

Once your system is up and running (and connected to the internet) you add and remove packages on the fly from repositories on mirrors around the world.

So you only need the remaining CDs or DVDs if you are not, and never will be, connected to the internet.
