No, drivers are completely tied to the internal kernel API and those
differ wildly from one kernel to another. In Linux the API isn't stable
and changes from one version to another, while Windows' changed
between XP and Vista (which is why Vista had a real problem with
device support at first - none of the XP drivers worked with it).

Now, the ALSA drivers may well allow you to do everything you can
do with the Windows drivers. Certainly that is a goal ALSA devs
would strive for.
