No. A Session Manager is *part of* a DE.The Session Manager plus WM plus panel plus integrated other junk combines to make a DE.
In the X Window System, a Window Manager is almost a requirement. A Session Manager is optional. The Window Manager used in the GNOME Desktop Environment is metacity.
