Texlive Package Manager (tlmgr) and Debian : Where is tlmgr package menager?

Dear List,

I am using debian/testing repository for installing texlive. The current version of Texlive is texlive/testing uptodate 2009-7. But the package menager program 'Tlmgr' doesn't show up in my system. I have used a source compiled  mpm package manager which is based on miktex. I was happy using it but I heard that mpm is likely to cause problems so I want to try tlmgr package manager. 

But I can not locate it in my system. I wonder It comes with Texlive 2009-7?
if not so, How can I compile myself?
